The first thing to look at is whether you want to compete with the big boys in your profession. If not, going after many long tail phrases may be a good choice. For example if your site is related to banking sector then a few commonly used keywords used are Student Loan or Bank Loan or Equity Loan. These keywords are all very high competition keywords, so choosing a long tail keyword such as Los Angeles home loan may be best. Make sure that the site does not get spammed; else it may lead to decline in getting the proper page ranking in the search engines.
